Soak both the dal for 4-5 hours . Wash and drain the water. Grind it in mixer with little water. Take out it in flat big pan and whip with your palms in circular motion to make it fluffy. When it will be mixed , it will change slight in color.
Heat oil in a pan and make little round balls of the mixture and fry them on medium heat.
Now soak pakodi in water for 5 mins. Beat the curd and add spices now. Squeeze water from the pakodas and pour curd over it in a plate. Sprinkle green chutney, sweet chutney (if you want), salt and roasted cumin powder over it . Red Chili Powder can be sprinkled as per taste.
